1. What should I note when choosing a subsidized housing renovation package?

If you are busy and have no time to deal with renovation matters, many people choose subsidized housing renovation packages - convenient all-inclusive pricing, and subsidized housing package prices are always attractive, with over a hundred thousand being sufficient.

It's worth noting that some packages claiming to be all-inclusive are not truly "all-inclusive". Packages generally only include basic items like painting and flooring, without modifications to toilets or kitchens.

The only attraction is low price. These companies use economies of scale, purchasing large quantities of identical materials from the same supplier, such as tiles, wooden doors and shower screens. If you want to customize materials outside the package or modify the original "design", you may have to pay prices higher than market rates, so good communication with the renovation company is essential.

2. I live in subsidized housing and want to modify the toilet and kitchen layout. What should I do?

If you choose a subsidized housing renovation package, the price does not include any modifications to toilets or kitchens, so additional fees will be charged.

If you customize renovation materials and design, we can make modifications to your toilet or kitchen as long as it does not violate Buildings Department regulations or damage building infrastructure.

3. How many power outlets are sufficient for subsidized housing renovation?

4. What should I note about subsidized housing interior renovation design?

Not clear about subsidized housing renovation pricing, design limitations and precautions?! Confused with renovation floor plans after being allocated new subsidized housing?! Here are essential subsidized housing renovation tips for renovation packages:

(1) Whether toilet drainage is sufficient: If you choose a traditional L-shaped shower screen with bottom and high frames for the shower base, water will need to collect and drain through the shower base. Therefore, owners not planning to renovate the toilet are advised to choose sliding door shower screens, such as OMEGA diamond-type shower screens, to avoid external drainage issues. If owners plan to renovate the bathroom, it's recommended to have the contractor install an additional drainage point for both inside and outside the shower base.

(2) Open kitchen platform can be removed: If homeowners want an open kitchen in subsidized housing, remember to inform the contractor that the kitchen platform can be removed, so when leveling the living room and bedroom floors, they can be "leveled up" to the kitchen. Otherwise, the contractor may think the kitchen platform cannot be removed and instead choose to raise the living room floor, incurring additional costs. You can also use contractor matching platforms to find renovation companies with subsidized housing experience who will clearly know which areas of new subsidized housing can be modified.

(3) Electrical wires run downward from high positions - do not drill above switch panels: Generally traditional electrical wiring runs underground then up the wall, but some subsidized housing has wiring that runs downward from high positions. Therefore, if homeowners want to install shelves themselves, never drill above switch panel positions as you may drill into electrical wires.

5. What works are included in the subsidized housing renovation package?

Subsidized housing renovation design includes hard and soft furnishings. Hard furnishings will include main structure demolition and modification, water and electrical renovation, carpentry, tiling, wall painting, kitchen and bathroom ceiling, cabinet installation, wooden door installation, flooring installation, wallpaper application, radiator installation, switch and socket installation, lighting installation, appliance installation, etc. Soft furnishings include curtain installation, cushions, wall hangings, carpets, bedding, lighting fixtures, decorative crafts, indoor plants, etc.

6. How to avoid violating building deed of mutual covenant during subsidized housing renovation?

Like private housing, subsidized housing renovations require application to the management office first. Subsidized housing has greater freedom in renovation modifications and is not subject to Housing Authority inspections like rental public housing. Owners can luxuriously renovate and completely transform the unit layout.

Even so, owners should follow the "Subsidized Housing Renovation Guidelines" to avoid violating the building deed of mutual covenant or even fire safety regulations due to door removal, wall demolition, steel gate installation, etc.

The most common practice in subsidized housing is removing kitchen and bathroom doors - during move-in period you'll see discarded kitchen and toilet doors all over the estate. Converting from enclosed kitchen to open kitchen may involve adding fire safety systems, or even requiring submitted plans to obtain Buildings Department approval, otherwise it's illegal modification. To avoid breaking the law or affecting neighbors due to fire safety issues, think twice before removing doors.

7. Can one only purchase subsidized housing once in a lifetime?

According to current Hong Kong housing policy, citizens can only enjoy subsidized housing benefits once in their lifetime.

In other words, if citizens have previously received subsidy to purchase subsidized housing but later sold the unit, under normal circumstances they cannot apply to purchase subsidized housing again, nor can they be allocated public housing or approved for home purchase loans.

However, if citizens have special reasons such as bankruptcy, sharp income decline, receiving Comprehensive Social Security Assistance or health problems, and can provide sufficient proof, the Housing Authority may consider accepting their second subsidy application.

8. What is the difference between HOS and WSM (White Form Secondary Market)?

Subsidized housing is one of the government's subsidized sale housing schemes, with transfer period and premium payment restrictions. Non-green form eligible persons purchasing second-hand subsidized housing can only purchase units with premium paid. To purchase units without premium paid, premium must be paid before transaction.

However, the Housing Authority has approved making "White Form Secondary Market Scheme" a regular scheme, meaning white form eligible persons can purchase "second-hand subsidized housing without premium paid" on the market without paying premium. Successful applicants can purchase units without premium paid on the market after applying for "Eligibility Certificate", which is valid for 1 year.
